I work as a student assistant for the state, monitoring waste water and review reports from my cube. I was wondering is random drug testing illegal in california for a worker in my position?

if anyone can find any documentation on this; stating if it is or is not illegal would be nice thank you

Random drug testing is not a matter of law, it is a matter of your employer’s policy. If you fail, you don’t get arrested, you get fired.

In fact, in many professions it is required as a condition of employment.

Best answer would be that what you describe is not random – it’s tied as a condition of your employment to your state job. If they came up to people on the street and demanded it, it’d be random and likely considered unreasonable search and seizure (ie: against the constitution). But odds are you signed consent to this when you applied for and/or accepted the job, so no.
