They are just wasting resourses, it has been around forever and will not go away soon.

Many different areas have different programs to help reduce prostitution. Some jurisdiction will show the faces of the johns on TV and newspapers. Others will offer diversion program for the prostitute that include counselling and work training.

It is all about education and drug addiction. If the prostitutes have no education and has to support their habits, they will do things for the money.
